Cathoven targets non-native English speakers in the U.S., UK, Canada, and Australia, and seems to reach them through Asia-based creators making non-talking videos. They have had a few small wins, nothing huge, but enough to make it work since they can produce content very cheaply abroad.
The hooks are very simple, and so are the formats. Their main advantage is how little they spend on content production.
They may also be using two-step videos mixed with demo clips provided by the team managing the app.
